The International Islamic University Islamabad (IIUI) has taken a major step towards enhancing governance, transparency, and efficiency in public procurement by implementing the E-Pak Acquisition & Disposal System (E-PADS).
Under the leadership of the Worthy Rector, President, and Vice President (A&F), IIUI has emerged as a pioneer among public sector educational institutions in adopting this advanced system.
This digital procurement system, introduced by the Public Procurement Regulatory Authority (PPRA), covers the entire procurement cycle, from planning to contract closure, ensuring a robust monitoring and evaluation mechanism.
Following the directives issued by PPRA, the university nominated officers from relevant departments for comprehensive training sessions held on January 15 & 16, 2024 at PPRA Islamabad. The nominations were spearheaded by Dr. Inaam ul Haq, Director (Admin/Works).
Dr. Inam ul Haq, Director (Admin/Works), commended the Procurement Section officers, particularly Mr. Javed Rabbani (Dy. Director P&S), for their dedication in mastering E-PADS, ensuring its successful implementation at IIUI.
A dedicated two-day training equipped IIUI officers with the necessary skills to implement E-PADS effectively. As a result, the system has been integrated across all procurement activities, ranging from Petty Purchases to Open Tenders.
The adoption of E-PADS has already demonstrated notable benefits. IIUI has witnessed increased healthy competition, resulting in greater efficiency, cost savings, and enhanced accountability. The system has introduced a new level of openness and transparency, which is evident to all stakeholders.
Building on this success, IIUI has expanded the scope of E-PADS implementation as part of its capacity-building measures. The university is now training more officers and administrative staff members from all departments. A recent in-house E-PADS training session was organized on January 15th and 16th, 2025, conducted by the university’s trained resource person and focal point, Syed Asif Kamal, Additional Director.
This achievement underscores IIUI’s commitment to embracing modern practices and fostering a culture of integrity and excellence. The university’s proactive approach in implementing E-PADS serves as a model for other institutions aiming to improve their procurement processes.
