IIUI
Holds Seminar on Education |
The Department of Education of International
Islamic University Islamabad organized
one-day seminar in collaboration with
Higher Education on “Educational Vision:
Aims and Objectives – A Critical Examination
of National Education Policy – 2009”.
A large number of educationists, academicians
from twin cities, M.Phil and Ph.D scholars
attended the seminar. The seminar was
inaugurated by Professor Fateh Muhammad
Malik, Rector, International Islamic
University, Islamabad. Dr. Anwar Hussain
Siddiqui, President, of the University,
Dr. Shoukat Ali Siddiqui, Dr. Mahmood-ul-Hassan
Butt, Dr. P.A Shami and Prof. Dr. Nazar-ul-Islam,
Dean, Faculty of Social Sciences, IIU,
Prof. Dr. Khalid Hassan Bokhari, Chairman
Department of Education, IIU also attended
the seminar.
President, IIU made an incisive analysis
of the issues confronting education
in his keynote address. While addressing
the participants of the Seminar, the
President of the University said that
education must be our first national
priority. We can not make progress until
and unless the GDP for education is
enhanced. He mentioned that all major
political parties plans great emphasis
on education and promise to enhance
allocations for education, yet education
continues to be a low priority, in all
previous policies it was claimed that
GDP for education will be enhanced up
to 7.%, but actually it is between 1.6
to 1.8, which is very lesser as compare
to other countries. Pakistan is in grip
of economic deprivation and other factors.
There is a wave of separation in some
of the provinces. People of few provinces
are demanding their regional rights
and desire to promote their regional
languages and culture. Education is
a weapon to deal such type of problems.
Education must be our first national
priority. Dr. Anwar Hussain Siddiqui
counted the core problems of the education
system, lack of funding and corruption
are few of them.
When the Government requires financial
assistance in any department then budget
for education is being focused and utilized.
Confusion about the medium of instruction,
controversy regarding teaching of English
Language. President, IIU emphasized
the learning of English. Proliferation
of different systems of education in
the country and funding of universities
were some of the issues highlighted.
Private educational institutions are
collecting huge amount in shape of fee.
There is a variety of private educational
institutions teaching various types
of curriculum. The President, IIU emphasized
the importance of equality and quality
of education at all levels. President,
IIU emphasized there must be no gaps
in implementation of policies. Enough
funds must be there to implement the
policies in a better way. The business
of the seminar was conducted into two
groups. Under the supervision of renowned
educationists participants of both groups
were students of MS and Ph. D programs
of the Department of Education, International
Islamic University, Islamabad discussed
the aims and objectives of the National
Education Policy 2009.
The participants of the groups presented
their papers regarding the vision, aims
and objectives of education in view
of Quid-e-Azam, Allama Iqbal, Sir Syed
Ahmad Khan and renowned Sufis of Indo-Pak
sub continent. After presentation of
papers, discussion started in the presence
of renowned educationists in both groups.
Each group under took an in-depth and
critical examination of vision, aims
and objective of education. The seminar
adopted following recommendations unanimously.
- There should be legal coverage
of the policy document for having
its mandatory implementation.
- The Educational Policy 2009
is just like a manifesto of a political
party, not a policy document. For
example the current policy aimed
at increasing the GDP from 1.6%
to 7% which is quite unrealistic.
- In order to meet the target
of 100% literacy, we need to make
an alternate implementation plan.
- There is a lack of uniformity
in the education system at implementation
level which creates quality problems.
- 27 Million students of age 6-10
years are out of school. Until and
unless supplementary provision is
there we cannot meet the target.
- Proper infrastructure is required
for schooling that is not written
in the policy
- Strong monitoring system should
be there as the targets are ambitious
one, so a close monitoring mechanism
is required.
- There are 10,000 villages in
which there is no single educational
institution as per the findings
of the census 2005-06. How policy
answers this issue?
- After the abolition of the concurrent
list, it is suggested that the inter-provincial
education Ministers forum be institutionalized
to improve quality of education
in a harmonized way.
- Existing facilities should be
maximized
- In 2010, after 63 years of independence,
our policy still has the reflection
of wood’s dispatch 1854
- We are following the investment
model for implementation of our
policies; the forum recommends following
the moral model of policy implementation
- It is required to assure the
transparent and proper allocation
and utilization of scares financial
resource.
- Constitutional Provision
- The overall constitutional
provinces with respect to
education are included in
the National Educational
Policy 2009
- Political Parties’ Manifestos
- Every political party
has given paramount importance
for using education as a
source for socio-economic
development.
- Demonstration of democratic
leadership by the heads/members
of political parties is
the need of time.
- The educational manifestos
of the political parties
is almost incorporated in
the NEP, 2009
- Previous Education Policies
- All the major thrust
areas are incorporated in
the current educational
policy document.
- The main difference
is that there are no targets
specified in the current
policy document.
- Previous Education Policies
- The social issues based
on the ground realities
have not been addressed
in the policy which needs
to be catered.

Conference Presentation |
Dr Muhammad Safeer Awan, Assistant Professor
Dept of English has presented an audio-video
presentation in the 3rd Annual Comparative
Literature Conference, arranged
by the University of Alberta, Canada.
The theme of the conference was “CULTURES
ACROSS BORDERS: NEGOTIATING THE GLOBAL
AND THE LOCAL” from 13-14 March 2010.The
title of Dr Safeer’s paper was Cracking/Rewriting
the Western Canon: A Study of Derek
Walcott’s The Odyssey and Wole Soyinka’s
The Bacchae of Euripedes. Dr
Safeer said that the Postcolonial
rewritings of the Western canonical
works is an important site where ideologies
and histories of the former colonizers
and the colonized clash. He analysed
Derek Walcott’s The Odyssey (in the
Afro-Caribean context) and Wole Soyinka’s
The Bacchae of Euripedes (in the Nigerian
/ African context). His contention was
that both these works represent creative
attempts to “revitalize” western canonical
works by offering a visionary reconstruction
of subterranean mythic recurrences through
a “creolization” rooted in the Caribbean
folklore on the one hand, and an exploration
of the Dionysian myth in the light of
Yoruba (Nigerian) cosmology on the other.
Walcott and Soyinka’s plays reveal an
unrelenting obsession with myth and
make clear its complex interaction with
history. The two playwrights’ poetic
imagination is constantly immersed in
currents of change by crossing mythological
archetypes (Caribbean, Yoruba and European)
with fresh historical insights and by
bringing myths “into explosive contact
with the rawness of the present” (Moore
169). This reactivation and creative
mutation of mythological themes reveal
the two poets as both “users” and “creators”
of myths; their imagination is both
rooted in mythic grounds and involved
in a “mythopoetic” dynamic of cultural
cross-fertilization. |

Students visits Swabi |
‘Jirga’ is a Persian word. It means
a gathering, a ‘Punchayat’. Literal
meaning of jirga is one such traditional
institute, which seeks solutions to
economical, social, cultural, regional
and defense problems by integrating
consultation and collective participation.
Jirga is an assembly of tribal elders.
All matters including distribution of
land, property, blood feuds, blood money,
the question of peace and war and other
inter-tribal affairs fall within the
jurisdiction of Jirga. It discharges
both executive and judicial functions.
There is no settled requirement of its
membership. However, it usually consists
of members known for their honesty and
integrity.
The use of Jirga system is a highly
contested issue among the civil society
groups as well as some of the formal
members of the judicial system. The
High Court of Sindh on 23 April 2003
through a judgment banned the trials
by Jirga terming it against the constitution
and law of Pakistan. The major critique
against the jirga system is that it
protects disputed traditional practices
such as ‘honor killing’ and that it
does not allow women to be a member
of the Jirga. However, many consider
jirga trials to be inexpensive, speedy
and accessible and therefore more effective
as compared to the court process.
In a society where such contrast of
opinion prevails on jirga trials, it
becomes all the more important for a
law student, particular the one studying
Procedural Codes, to have a first hand
experience with this parallel procedure
of dispute resolution in Pakistan. An
educational endeavor organized to Swabi
by the students of Criminal Procedure
Code, 8th semester, Faculty of Shariah
and Law, Women Campus on 20-03-2010
was therefore of much importance. It
was a very well organized and a well-planned
trip. The DCO and the DPO Swabi were
very supportive. They offered separate
briefing sessions to the students of
International Islamic University on
the history of the jirga tradition and
procedure of the jirga trial in Pakistan
including the Tribal Belt. They highlighted
the importance the jirga system carries
to the general public of Pakistan.
The most interesting segment of the
venture was an excellent opportunity
to have an interactive session with
the presiding members/elders of the
local Jirga at Toppi situated near Swabi.
In short, the trip to Swabi was success.
Extremely informative, giving absolutely
a different outlook to students in understanding
the concept of jirga in Pakistan. We
would like to pay special gratitude
to the Assistant Commissioner Swabi,
Mr. Ali Anan Qamar, for his utmost support
to the students. For without his help
and assistance this venture would not
have been possible. We are also highly
grateful for the lavish teas and scrumptious
lunch organized by his administration
to honor the students of the University.

Reference
for Dr. Zawwar H. Zaidi at IIUI Leading
Scholars Call For Following Footsteps
of Dr. Zaidi |
The International Islamic University,
Islamabad (IIUI) in collaboration with
Quaid-e-Azam Academy, Islamabad arranged
a Memorial Reference for Dr. Zawwar
H. Zaidi. Leading scholars including
Rector IIUI Professor Fateh Muhammad
Malik and President IIUI Dr. Anwar Hussain
Siddiqui, Professor Sharif-ul-Mujahid,
Dr. Anwar H. Syed, Dr. Naeem Qureshi,
Akram Shaheedi, Qaisra Alvi Students
Advisor, IIUI addressed on various aspects
of Dr. Zawwar H. Zaidi’s life. A large
number of dignitaries of the Federal
Capital and Rawalpindi and a number
of students of the IIUI and other educational
institutions attended the reference.
A glimpse of speeches made at the reference:
Dr. Zaidi had been, throughout his life,
an ambassador of Quaid’s ideals, and
even his old age and fragile health
did not impede him in his mission to
project the Quaid’s role in the Pakistan
Movement. He stood for what he believed
in: that without his leadership the
dream of Allama Iqbal would have not
seen the light of the day. Extremely
unwavering was his passion for and commitment
to the Quaid, which with the passage
of time, kept on depending, as is explicitly
apparent from his persistence in collecting
and preserving thousands of Quaid’s
documents.
Some light on his background:
Dr. Zaidi was born in Badayun (UP),
India. After obtaining a Master’s degree
in history from Aligarh University,
he came to Lahore after partition, and
joined the Forman Christian College
as a lecturer, where he taught for about
twelve years before going to the UK
for his doctorate.
His association with the School of Oriental
& African Studies (SOAS), London provided
him with the opportunity to share his
thoughts with the academia of his time
which, of course, helped to deepen his
commitment to Jinnah. Dr. Zaidi had
idealized the Quaid even organized student
delegations and went round many parts
of India to popularize the Pakistan
Movement.
Dr. Zawwar Hussain Zaidi, distinguished
historian, enlightened scholar, a thorough
gentleman and, above all, a stead fast
devotee of the Quaid-i-Azam, whom he
considered to be the savior of Muslims
and a statesman imbued with a rare quality
to foresee the course of history.
The reference:
The speakers at the Zawwar Zaidi Memorial
Reference said that he was enthusiastic
and passionate beyond measure in disseminating
the Quaid’s message – a mission he carried
out throughout his life. Twenty-five
volumes of Jinnah Papers in English,
Urdu and Persian were published during
his tenure as Editor-in-Chief of the
Quaid-i-Azam Papers Wing. And in recognition
of his meritorious services the Government
of Pakistan awarded him the Sitara-i-Imtiaz.
His death has doubtless been a great
loss to his friends and teammates who,
though missing his presence would continue
to be guided by his vision and mission.
They added that with a view to conserving
the historic struggle for Pakistan under
the Quaid’s leadership, Dr Zaidi moved
the Government of Pakistan to arrange
for preservation of the Quaid-i-Azam’s
correspondence. Accordingly, Quaid-i-Azam
Papers Wing for editing and publishing
of Jinnah Papers came into being under
Dr. Zaidi’s Chief editorship. In order
that the history of the struggle for
Pakistan, is preserved for generation
yet unborn, Dr Zaidi convinced the Government
to establish Quaid-i-Azam Papers Wing
with the objective of editing and publishing
the Jinnah Papers, and we are all indebted
to Dr. Zaidi for this singular service.
The speakers paid rich tributes to Dr.
Zaidi for his historic role in preserving
past history of the nation for future
generations.
Some salient points from speeches:
Prof. Sharif-ul-Mujahid former Director
Quaid-e-Azam Academy in his speech termed
Dr. Zaidi as s symbol of dedication
for a cause. Dr. Anwar H Sayyed from
USA recounted his friendship with Dr.
Zaidi and asked academia to follow his
footsteps for benefit of the new generation.
Prof. Fateh Muhammad Malik Rector IIUI
was of the view that scholars should
get a light of guidance from persons
of Dr. Zaidi’s caliber. Dr. Anwar Hussain
Siddiqui President IIUI said that the
International Islamic University, Islamabad
is not only an international institution
but it is also strengthening nationhood
for preservation of glorious past of
Pakistan. He added that Pakistan came
into existence through the leadership
of Quaid-i-Azam and his colleagues.
Dr. Zaidi’s role was to preserve that
history and he managed very well.
Akram Shaheedi Present Editor in Chief
of the Quaid-i-Azam Academy was proud
to be heading an academy which was dedicated
to Quaid-i-Azam for which Dr. Zaidi
struggled in whole of his life. Begum
Parveen Zaidi thanked IIUI and Quaid-i-Azam
Academy for arranging the memorial reference.
